David
The maps were a basic approach to try and make some account for
Objective 14 constraints which are not addressed by the THLB/growing stock
summaries. They were produced using information on old growth constraints
from the TSR3 modelling data and information provided in Appendix B of TSR3
Data Package produced by Forsite (see description in table header). The
table lists SSS /LU units in the TSA and identifies the current condition (Met
NTHLB, Met THLB, Not Met). Met THLB class denote a possible partial
constraint since some THLB is needed to meet the objective, I calculated a
partial constraint using the area stats in the table then (>33%, >66%
etc).
The is a simple assessment of possible constrained areas using
the best available TSA level-data and meant more as flag for further
investigation. As I cautioned at the meeting this spring, it is strictly a
map-based exercise and does not consider error in the SSS classification caused
the VRI. Also when THLB is required, the likely solution is that the
necessary OGMA would like be aggregated in constrained area not dispersed
across the SSS.

Hi David – A little confusion at our end
– how was the “old growth constraint” map built on within your plot file
directory? – ie what is it based on?

Hi David,
I have added
a number of files to the ftp site:
http://www.for.gov.bc.ca/ftp/RCO/external/outgoing/CFN_Midcoast/
SchDSummary.xls
- is
the summary of the land base required to meet the Schedule D for the Heiltsuk
and Wuikinuxv First Nations. I have taken the allocations for each nation
which, you provided in your email, and determined the area need to
support the lump-sum volume over 5 years and the other annual commitments over
5, 10, 15 and 20 years. I also determined the percentage cedar (based on mature
volume) for each economic sub-zone.
tsa19_adj_summaries.xls
– is a volume and area summary similar to the one posted before. However, in
this case I have adjusted the amount of available old growth to account for the
old-seral retention requirements. These requirements are summarized in
the first sheet. The information I used to do this was taken from the
TSR3 data set. We should keep in mind that the old seral adjustment
was aspatial and assumed that retention would be distributed uniformly but in
reality it will be grouped in some watersheds but not in others. So this is a
general uncertainty about the adjustment.
I also added map
plot files which illustrate where the constrained old growth is located. These
under the //plots sub directory

Good
afternoon,
Some people
have had trouble downloading or using the files from the ftp site indicated
below. To help remedy this, I have compressed the files using winzip.
I have also
converted the access table *.accdb (access 2007) to *.mdb (2003), for backwards
compatibility , and I placed the GIS in file-geodatabase format (gdb).
You will now
find the TSR3 meta-data (in html) in the directory. This includes information
on the TSR attributes in the geodatabase.
Please let me

Subject: RE: GIS Information for CFN Members Implementing Schedule D
Good afternoon,
Further to David’s note, I
have posted a the Mid Coast TSA database and summary spreadsheet to the MFR ftp
server at the following location: http://www.for.gov.bc.ca/ftp/RCO/external/outgoing/CFN_Midcoast/
These data include a
geospatial database (GIS file) of a resultant of the TSR3 timber harvesting
land base (THLB), the CFN Economic Zones, Current Chart Areas and Watersheds.
Also posted are a number of maps in pdf format that depict geographic
dispersion of these areas.
The geodatabase is:
tsa19_geodatabases_26Mar2010.mdb
Using the above resultant,
I generated a series of summaries of the THLB area, total volume and mature
volume by species for the TSA as a whole, for each economic zone, for current
chart areas (unassigned areas) and for each watershed. These summaries
are presented in an excel workbook. In the workbook each summary is on a
separate sheet. These are as follows:
TSA Volume – is a summary of
timber volume for the TSA broken down by species and current chart assignment
Econzone (1-4) is a summary of mature volume
broken down by species and FN Economic Zone
Watershed a summary of mature volume broken
down by species and watershed – note that volume estimates are become uncertain
when broken down by individual watersheds. These watersheds levels estimates
are provided to allow areas to be of aggregated and evaluated together.
TSA Leading species a summary of TSA THLB area broken
down by leading species
Volume Commitments
is a summary of current (2010)
annual volume commitments for various licensees and BCTS in the Mid Coast TSA.
Comparison with IFP
– Interfor
has compiled similar data to the summaries listed above. This spreadsheet
includes a comparison with Interfor’s summaries, to test consistency.
The summary workbook
is: tsa19_summaries.xls
The data used in the
summary is: tsa19_summaries_data.accdb
Data Sources:
The THLB area and volume
estimates presented in these summaries were taken from the Mid Coast TSA Timber
Supply Review 3 dataset. The information and assumptions used to
derive these estimates are documented in the TSR3 data package and analysis
reports which can be download from the Licensee’s TSR Project
webpages: http://www.forsite.ca/MidcoastTSR3/
The Economic Zone
boundaries were developed by the Coast First Nations and provided by Capacity
Forest Management Ltd. The Current Chart areas map was developed by the
Ministry and Interfor in 2010.
Data Limitations:
The THLB area and volume
estimates were derived from management level inventories. Although they are
believed to be reasonable depictions of the amount and nature of timber
available for the entire TSA, they may not be accurate for subdivisions of the
TSA (e.g., a single watershed). Licensee planners and practitioners have also
reported that attributes at the polygon level are unreliable.
This is the first cut of
the data summaries. I expect modifications will be following your review. More
information describing the geodatabase attributes will be posted to the site
next week.
Please let me know if you
have problems accessing the information

Coastal
First Nations Schedule D Implementation Team:
We are a week
or two late, but we now have the first cut of the data available for the Mid
Coast TSA which was set up to allow the First Nations with offers for
replaceable tenure under Schedule D of the Reconciliation Protocol the chance
to look at the land to determine what is available. I would ask Coastal
First Nations and your GIS staff take a look at the data Jim Brown will put on
an FTP site for your use. It is being provided at the same time to
Western Forest Products, Interfor (and SWC Holdings through IFP) and BCTS so
everyone has access to the information. Jim Brown will provide a caveat
about the use of the data in terms of the level of accuracy to which it can be
taken.
As we have
discussed, Schedule D section 1.5 requires us to avoid creating
compensation obligations for the Province for unamortized assets and
infrastructure which could be owing to existing licensees, therefore for your
initial look at the land base in the Economic Zones, we are strongly
encouraging you to look at the amount of land base you require mathematically
i.e., the size of the replaceable offer in schedule D times a reasonable number
of years looking ahead for some certainty in areas where there are reasonable chances
of economic opportunities. We also need to focus that look initially at
wherever Vacant Crown Land shows up in your economic zones. Beyond
looking at unallocated chart areas, if there are charts presently
held by one of the other replaceable license holders or BCTS we first need a
discussion on that point and then to consider both government MPS objectives
for BCTS and considerations for where licenses volume was purchased back by the
Crown under the Forest Revitalization Act in 2004 and generally the wording of
Section 1.4 & 15 of Schedule D. MFR has to balance any impacts
to existing charts with the impacts of proposed new charts based on some
evaluation of how much volume and chart areas were lost in 2004 by existing
licensees.
If there are
existing arrangement that the First Nation has negotiated with licensees to
take some of the original 2004 FRA volume from licensee charts in cooperative
arrangements, we are happy to leave those continue as informal business to
business arrangements which won’t need chart reassignment.
At the
proposed April 15th meeting I would like to see a map/data
based exercise where Heiltsuk and Wuikinuxv (Kitasoo is all TFL 25) are both in
a position to indicate to MFR the first cut of what you see as solutions for your
nation or clients.
Jim Brown
will provide an email shortly with information on how to access the data.
